The Healthy Homes Standards became law on 1 July 2019, with phased compliance dates:
- From 1 July 2021: Private landlords had to ensure their rental properties complied with the standards within 90 days of any new or renewed tenancy.
- From 28 August 2022 to 2 March 2025: The compliance timeframe extended to 120 days for new or renewed tenancies.
- From 3 March 2025: All remaining private rentals must comply by 1 July 2025, regardless of tenancy changes.
This means that even if your tenancy hasn’t changed recently, your property must meet all standards by the final deadline.

The standards set minimum requirements for:
- Heating: A fixed heater capable of warming the main living room to 18°C.
- Insulation: Ceiling and underfloor insulation meeting the 2008 Building Code or higher.
- Ventilation: Openable windows in living spaces and extractor fans in kitchens and bathrooms.
- Moisture Ingress and Drainage: Efficient drainage systems and ground moisture barriers where applicable.
- Draught Stopping: Sealing of unreasonable gaps and holes that cause noticeable draughts.
