Rental Property Insulation Installation
To comply with New Zealand’s Healthy Homes Standards, rental properties must have sufficient insulation installed. This includes, at a minimum, ceiling and underfloor insulation. Furthermore, the insulation in your rental properties must be up to the required standard.
If there is existing insulation in your rental property, it must be at least 120mm thick. If there is no insulation, newly installed insulation must meet the requirements of the 2008 Building Code.

Yes. Ceiling and underfloor insulation has been compulsory in rental homes since 1 July 2019, wherever it’s reasonably practicable to install. Since 1 July 2025 all private rentals must meet the full Healthy Homes Standards from the start of the tenancy. This means insulation is one of the key requirements that landlords need to have in place before renting out their property.
Rentals must meet the Healthy Homes insulation standard. In practice this means ceiling and underfloor insulation that reaches a minimum R-value, or thickness and in reasonable condition. We’ll check what’s there and tell you whether it passes or needs topping up.
Existing insulation can still count, but it may need topping up. If it’s thinner than the standard requires, or it’s degraded, settled or damp, it won’t pass as-is. We’ll assess what’s in your ceiling and subfloor and let you know whether it meets the standard or needs work.
There are some. For example, there’s a partial exemption for underfloor insulation installed when the home was built if it’s still in reasonable condition, and a ceiling insulation exemption for homes with limited roof space that have extra insulation elsewhere. These come with conditions and documentation, so it’s best to have the property assessed.
Yes. After we complete insulation work we can provide records of what was installed, which is useful for your files and for the Healthy Homes compliance statement that needs to go in the tenancy agreement. It keeps your paperwork straight and demonstrates compliance.
